The Scout Association was constituted by authority of a Royal Charter, granted by King George V on 4 January 1912, and supplemented by further Charters granted by King George VI and Queen Elizabeth II.
The Boy Scouts Ordinance 1953 of the Federation of Malaya, Boy Scouts Association Ordinance of Sabah, and the Boy Scouts Association Ordinance of Sarawak were repealed to incorporate the Scouts Association of Malaysia (Persekutuan Pengakap Malaysia), under the Scouts Association of Malaysia (Incorporation) Act 1968.
Section 9 of the Act provides authority to the Rules and By-Laws, which are approved by the Council of the Corporation.
The By-Laws, in turn, authorise the making of rules for the regulation of the Corporation’s affairs, and thereby give authority for the Rules printed in Policy Organisation and Rules.
